In Brief: 2000 March - April LFMI
"The Free Market", 2000 No. 3 On February 15, Economic Minister Valentinas Milaknis and LFMI President Elena Leontjeva presented, under the Sunrise Programme, a package of proposals for the improvement of business conditions that comprised most of recommendations formulated by LFMI. LFMI policy analysts participated in the meetings of the Sunrise Commission to discuss policy issues related to taxation, capital markets, business regulations, and customs procedures. On March 4, LFMI Vice President Rūta Vainienė presented to the government a package of policy proposals for revising the tax code. On April 10, LFMI Vice President Ugnius Trumpa presented to the government recommendations for eliminating bureaucratic barriers to business activity. LFMI policy analysts commented widely on the Sunrise proposals in mass media, including the Lithuanian Radio and Television, TV3, M1 Radio, the Verslo Žinios paper, the Veidas journal, and the Mokesčių Žinios. The Respublika of March 29 published an interview with Elena Leontjeva about the activities of the Sunrise Commission. Elena Leontjeva attended the February 7 meeting of the Sunset Commission to debate the main provisions of a structural reform of state governance. On February 3, she presented to the Sunset Commission proposals for reorganisation of a technology supervision institution. In February, Elena Leontjeva participated in a discussion held by the government of Lithuania on budget reform and strategic planning as well as health care reform. On May 15 LFMI issues a press release, celebrating May 16 as The Tax Freedom Day. LFMI policy analysts commented on the issue on the Lithuanian Television, Vilnius TV, TV3, and The Baltic Times of May 25. LFMI policy analyst Remigijus Šimašius testified before the parliamentary Economic Committee March 22 on a draft law on joint stock companies. The law was passed in July, incorporating many significant proposals for the improvement of corporate governance that were submitted by LFMI. The LFMI position was featured in the Verslo žinios. LFMI submitted proposals to the Department of Statistics on the simplification of statistical reporting requirements applied to business enterprises. LFMI policy analyst Ramūnas Vilpišauskas testified before the government March 3 on the need to eliminate barriers to free trade. On March 31, LFMI disseminated a press release to congratulate the government for the abolition of minimal customs valuation prices. On February 14, Rūta Vainienė spoke about the consequences of protectionism on the Laisvoji Europa radio. Ramūnas Vilpišauskas criticised a new draft law on protectionist measures in the February 24 Kauno diena. In a press release of March 29, LFMI proposed to abolish sugar production quotas and import duties on sugar. In March, Rūta Vainienė commented extensively on an increase in excise duties on tobacco and alcohol. LFMI position was presented on TV3 television and in Verslo žinios. In February, Remigijus Šimašius spoke on the need to privatise the energy and electricity sector in the Lietuvos rytas daily and on the Laisvoji Europa radio. He was featured in the Respublika and Kauno diena of March 22 on the rules of public sale of shares that prevent small investors from participating in the privatisation of state assets. LFMI extensively criticised the government's decision to introduce cash registers for private carriers and called for the privatisation of municipal transport. LFMI came out in opposition to the Government's plans to establish a stabilisation fund that would be formed from employer contributions calculated as a percentage of the wage bill. LFMI arguments were featured in the Verslo žinios and Respublika. LFMI policy analysts commented extensively on employment regulations on the Lithuanian Radio and Television as well as LNK television. On March 22, LFMI policy analyst Guoda Steponavičienė commented for TV3 on the deficit of the state social insurance fund and an increase in the rate of social security contributions. She spoke on the government's plans regarding the introduction of fully-funded pension insurance on the Lithuanian radio, April 13, and the Žinių Radio, April 17. On March 2, Rūta Vainienė spoke about the direction of pension reform on the Lithuanian radio. Remigijus Šimašius testified before the cabinet February 28 on a new draft law on charity and support. Ramūnas Vilpišauskas presented LFMI proposals for agricultural reform in Lithuania on the Lithuanian Radio, April 6 and the Lithuanian Television, April 17. Remigijus Šimašius criticised government interventions in agriculture in the May 24 Echo Litvy paper. On April 11, Elena Leontjeva attended an economic forum "Social and Economic Development in the Baltic States." She delivered a presentation to a round-table discussion on the improvement of the investment climate in Lithuania. Remigijus Šimašius commented on the prospects of restructuring the energy sector on the Lithuanian Radio, April 7 and the Žinių Radio, April 10.
