LFMI submitted a conceptual framework for prudent supervision of pension funds and recommendations for building pension supervision in Lithuania to the Securities Commission, the Ministry of Social Welfare and Labour, the Finance Ministry, the State Social Insurance Board; and the parliamentary Social Security and Budget and Finance Committees. In addition, it was delivered to commercial banks, financial brokerage firms, insurance companies, and leading corporations. On November 11, LFMI issued a press release presenting its proposals for the supervisory system. The press release was disseminated by the ELTA and BNS new agencies and was published in the Verslo Žinios.

LFMI criticised the recent measures intended to reduce the deficit of the social security budget by eliminating the ceiling on and increasing the rate of social security contributions in a press release of December 16 that was published by the Verslo Žinios and Respublika. LFMI urged the government to launch fundamental reforms of the social security system and to facilitate transition to private pension insurance. Rūta Vainienė commented on the increase in the rate of social security contributions in the December 8 Lietuvos Rytas and Verslo Žinios. On December 3, LFMI's vice president was interviewed for the Panorama news programme of the Lithuanian Television. Guoda Steponavičienė commented on the need to abolish privileged pensions and on obstacles to private pension insurance in the December 23 Lietuvos Aidas.

In December, LFMI submitted to the government a package of policy analysis and recommendations concerning the new draft law on joint stock companies, which had been returned to the Economic Ministry for further revision. LFMI pointed out that the new draft law did not eliminate existing restrictions on enterprise investment, borrowing and other business contracts. It contained a number of unjustified regulations and failed to establish necessary requirements for the realisation and protection of ownership rights and promotion of corporate governance. A comprehensive article by Remigijus Šimašius analysing the defects of the Law on Joint Stock Companies and proposing necessary amendments was published in the November issue of the Vadovo Pasaulis journal. Elena Leontjeva commented on needed changes in the October 29 Verslo Žinios.

LFMI takes an active part in the work of the newly established Sunset Commission whose aim is to revise the existing regulatory system and to eliminate unnecessary controlling institutions and business controls. LFMI's President Elena Leontjeva is a member of the Steering Committee. Rūta Vainienė is the head of a task force formulating necessary changes to the tax code. Ugnius Trumpa leads a policy drafting group working on the elimination of excessive business regulations. Remigijus Šimašius is participating in the aforesaid group as well as a task force revising employment regulations. Elena Leontjeva contributed an op-ed about the business deregulation process to the December 27 Verslo Žinios. LFMI's involvement was featured in the December 24 Verslo Žinios and Lietuvos Rytas.

LFMI is making analysis of the methods of privatisation that are used in Lithuania from the perspective of their results and implications for the country's economy. LFMI is investigating the conditions under which international and open tenders, direct negotiations, public auctions and public sales of shares are used as well as the criteria that determine the choice of the privatisation method. The findings and insights will be presented in a policy study, which will also contain data on the privatisation process in Lithuania as well as analysis of foreign experience.

LFMI is preparing a policy study on obstacles to the development of the capital market in Lithuania. The study will analyse barriers that stem from the existing legislative and regulatory infrastructure, state supervision, and the country's economic conditions. The aim is to formulate necessary solutions and regulatory changes that would accelerate the growth of the capital market.

LFMI analysed a newly proposed draft law on strategic enterprises and submitted to the government a policy paper, urging decision makers to reject the law. Remigijus Šimašius commented on the fallacies of the draft law for the Kauno Diena daily, December 6.

Rūta Vainienė commented on budget reform in the December 16 Veidas journal. She was interviewed about the Year 2000 budget proposal for the Lithuanian Television and Lietuvos Rytas, December 24. On December 27 Remigijus Šimašius spoke about the Year 2000 budget and needed budget reform on the Lithuanian Radio.

On December 17, LFMI issued a press release, criticising official attempts to justify the cancellation of the planned abolition of the corporate income tax with its non-compliance with the EU acquis. The press release was published in the Kauno Diena, Verslo Žinios, and Respublika.

Ugnius Trumpa and Remigijus Šimašius commented on charity and support regulations in the December 16 Kauno Diena. The article also featured LFMI's conference "Philanthropy: From Exemption to Tradition," held on November 19. Ugnius Trumpa was also cited on corporate support of culture in the December 20 Kauno Diena.

Elena Leontjeva, Guoda Steponavičienė and Ramūnas Vilpišauskas presented LFMI's survey of macroeconomic indicators to the International Business School, Vilnius University.

Guoda Steponavičienė commented on the government's housing assistance programme for the LNK television on December 4.
